      <title>UVM announces partnership with State of Vermont to run the Vermont Certified Public Manager Program</title>
      <description>&lt;p&gt;&lt;font color="#000000" style="font-size: 16px;"&gt;&lt;em style=""&gt;&lt;font style=""&gt;Vermont Business Magazine&lt;/font&gt;&lt;/em&gt;&amp;nbsp;The University of Vermont (UVM) Master of Public Administration (MPA) program is pleased to announce a new partnership with the Vermont Department of Human Resources (DHR) to educate current and emerging leaders in state and local government and non-profit organizations through the Vermont Certified Public Managers&amp;nbsp;Program (VCPM). VCPM participants acquire and apply best management practices and theory to their management activities enabling them to better serve Vermonters.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" style="font-size: 16px;"&gt;Chris Koliba, professor in the Community Development and Applied Economics Department and director of the MPA Program, said, "by partnering with the State of Vermont to administer the VCPM Program, the UVM Master of Public Administration Program has a chance to extend the reach of our network and faculty under the mission of inspiring, equipping, and elevating action-oriented public service leaders across our region."&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" style="font-size: 16px;"&gt;UVM’s MPA program has earned the distinction of being one of the best public affairs graduate programs in the country, ranking 94&lt;font&gt;th&lt;/font&gt;&amp;nbsp;among 285 public affairs graduate schools by U.S. News and World Report. Under the new partnership, instructors from UVM’s MPA program will lead the VCPM course work and participants will have an opportunity to earn college credit. Ancillary benefits include positioning the state of Vermont as an employer of choice in a tight labor market and building stronger relationships between state and municipal governments and non-profit organizations. Plans are in place to expand the program to more municipal and non-profit employees in the future, enabling more Vermont organizations to benefit from best-in-class leadership instruction.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" style="font-size: 16px;"&gt;“Graduates of VCPM will provide state and local governments and non-profits with a pipeline of leaders that have undergone a rigorous program of study,” said Beth Fastiggi, Commissioner of the Department of Human Resources, which will continue to maintain oversight and ownership of the program. “Topics of study include: Emotional Intelligence; Diversity and Cultural Competence; Guiding People and Systems through Change; Ethics; Consulting Skills to Solve Government Challenges; and Utilizing LEAN/continuous improvement strategies to establish performance measurement systems and increase efficiencies.” &amp;nbsp;&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" style="font-size: 16px;"&gt;The VCPM program is accredited by the National Certified Public Manager&lt;strong&gt;&lt;font&gt;®&lt;/font&gt;&lt;/strong&gt;&amp;nbsp;Consortium and graduates are eligible to join the American Academy of Certified Public Managers&lt;strong&gt;&lt;font&gt;&lt;font&gt;®&lt;/font&gt;.&amp;nbsp;&lt;/font&gt;&lt;/strong&gt;Vermont state government has managed the VCPM program since the National Certified Public Manager Consortium was developed in 1980 and was one of the first states to belong to the consortium.&amp;nbsp;Since then, the Certified Public Manager (CPM) program has expanded across the United States.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

      <title>Three State Programs Re-Accredited to Provide the Certified Public Manager® Designation</title>
      <description>&lt;p&gt;The National Certified Public Manager® Consortium approved three state programs for Continued Accreditation at their Annual Business meeting held in Baltimore, Maryland on October 25, 2016. Each of these accredited organizations provides training programs leading to the Certified Public Manager® (CPM) designation for their graduates and has the responsibility for assuring that the use of the CPM designation in their state meets the national standards set by the Consortium.&lt;/p&gt;

&lt;p&gt;Continued Accreditation for five years was granted to the following programs (year of initial accreditation):&lt;/p&gt;

&lt;p&gt;Finally, the consortium welcomed a new administrative team lead by Patty Morgan of Red Shoe Solutions of Boise, ID. Patty and her partner, Randy Morgan, will provide administrative support services for the consortium beginning on November 1, 2016.&lt;/p&gt;

&lt;p&gt;The board thanked the team of Peggy Stewart and Tom Scott for their 4 years of service and wished them well in their retirement. Chair Mary DeLorenzo noted that their efforts resulted in a dramatic improvement in the maturity and capacity of the organization to achieve its mission.&lt;/p&gt;

      <title>Executive Council Mid-year Meeting in Oklahoma City</title>
      <description>&lt;p&gt;The National Certified Public Manager® Consortium's &amp;nbsp;Executive Council plus other interested members met in Oklahoma City on April 27-28, 2016.&amp;nbsp;&lt;/p&gt;

&lt;p style="line-height: 22px;"&gt;&lt;font style="font-size: 16px;" face="'Roboto Condensed', serif"&gt;23 Board members representing 19 CPM programs attended the 2016 Mid-Year Meeting. Ten of the eleven Executive Council members were in attendance.&lt;/font&gt;&lt;/p&gt;

&lt;p style="line-height: 22px;"&gt;&lt;font style="font-size: 16px;" face="'Roboto Condensed', serif"&gt;New board members in attendance included Ann Swaim from Arkansas, Walt McBride and Stacy Jones from Georgia, Jeffrey Schmedeke from Missouri, and Becky Kennard from Nevada. Becky Bryant from AACPM also attended.&lt;/font&gt;&lt;/p&gt;

&lt;p style="line-height: 22px;"&gt;&lt;font style="font-size: 16px;" face="'Roboto Condensed', serif"&gt;Key actions included recommending that the Board approve the 2016-2017 Budget; send out the RFP for a new administrative services contract; finalize the new website;&lt;/font&gt;&lt;span style="font-family: 'Roboto Condensed', serif;"&gt;&amp;nbsp;recommend board approval of Georgia's application for Active Status.&lt;/span&gt;&lt;/p&gt;

&lt;p style="line-height: 22px;"&gt;&lt;font style="font-size: 16px;" face="'Roboto Condensed', serif"&gt;There were also fruitful discussions with AACPM regarding ways to improve collaboration between the two organizations.&lt;/font&gt;&lt;/p&gt;

&lt;p style="line-height: 22px;"&gt;&lt;font style="font-size: 16px;" face="'Roboto Condensed', serif"&gt;The final morning consisted of a brainstorming session about future initiatives for the consortium.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;The National Certified Public Manager® Consortium approved six state programs for Continued Accreditation at their Annual meeting held in Phoenix, Arizona on September 29-30, 2015. Each of these accredited organizations provides training programs leading to the Certified Public Manager® (CPM) designation for their graduates and has the responsibility for assuring that the use of the CPM designation in their state meets the national standards set by the Consortium.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Formed in 1979 and incorporated in 1980, the National Certified Public Manager® Consortium establishes and preserves standards for the Certified Public Manager® designation. It was founded on the principle that the quality and efficiency of management in government has a major impact on the lives of citizens and the orderly functioning of society. Systematic training programs are essential to maintain and improve the effectiveness and professionalism of government managers.&lt;/p&gt;

&lt;p&gt;Significant actions taken by the membership include approving the Continued Accreditation of 6 Certified Public Manager®(CPM)&amp;nbsp; programs; granting Associate Member status to two new programs and electing new leadership for the coming year.&lt;br&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;Continued Accreditation&lt;/em&gt; for five years was granted to the following programs (year of initial accreditation):&lt;/p&gt;

&lt;p&gt;Colorado, Buechner Institute for Governance, University of Colorado-Denver (2010)&lt;br&gt;
Florida, Florida Center for Public Management, Florida State University (1980)&lt;br&gt;
Nevada, Nevada State Department of Personnel (2005)&lt;br&gt;
New Jersey, New Jersey Civil Service Commission, Division of Administration and Training (1984)&lt;br&gt;
Texas, William P. Hobby Center for Public Service, Texas State University (1996)&lt;br&gt;
Wyoming, Workforce &amp;amp; Community Development, Laramie County Community College (2010)&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;em&gt;Associate Status&lt;/em&gt; was granted to two new CPM programs:&lt;/p&gt;

&lt;p&gt;Georgia: Carl Vinson Institute of Government, University of Georgia&lt;br&gt;
The Netherlands: Leiden University (the first program outside the U.S. and its territories to request this status)&lt;/p&gt;

&lt;p&gt;Associate status is the first step to full accreditation. Associate members receive a mentor to assist them with planning a program. The next step is Active status which allows them to begin to implement the program. Accredited status means that the program has been reviewed and approved to provide the program for 5 years.&lt;/p&gt;

&lt;p&gt;The membership also elected new officers to lead the organization for the next year:&lt;/p&gt;

      <title>2015 National CPM Consortium Mid-Year Meeting</title>
      <description>&lt;p&gt;The 2015 Mid-Year Meeting of the National Certified Public Manager® Consortium was held on March 4-5, 2015 in Chicago, IL, prior to the Annual Meeting of the American Society for Public Administration (ASPA)..&lt;br&gt;&lt;/p&gt;

&lt;p&gt;Twenty (20) Board members and 2 guests representing 16 CPM programs attended the 2015 Mid-Year Meeting. Eight of the nine Executive Council members were in attendance..&lt;/p&gt;

&lt;p&gt;This report includes meeting highlights as well as post meeting contacts during the ASPA meeting.&lt;br&gt;
Highlights include:&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;Reports from the Goal Teams, which have been extremely active this year&lt;/li&gt;

  &lt;li&gt;Results of the branding survey and a consensus to use it to develop a branding statement to be used for design of a new logo and website&lt;/li&gt;

  &lt;li&gt;A report on increased interest from other countries, including the Netherlands and Zambia&lt;/li&gt;

  &lt;li&gt;Consensus to evaluate the feasibility of a national registry of CPM graduates.&lt;/li&gt;

  &lt;li&gt;A half day strategic visioning session&lt;/li&gt;

  &lt;li&gt;Meetings with ASPA and AACPM leadership to increase cooperation and collaboration&lt;/li&gt;
&lt;/ul&gt;

Finally, it was decided to hold the 2015 Annual Meeting in Phoenix, AZ on October&amp;nbsp; 28-30, 2015 at the Renaissance – Marriott.&lt;/p&gt;

      <title>2014 National CPM Consortium Mid-Year Meeting</title>
      <description>&lt;p&gt;T&lt;font style="font-size: 18px;"&gt;he 2014 Mid-Year Meeting of the National Certified Public Manager® Consortium was held on March 13-14, 2014 in Washington, DC.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#222222" style="font-size: 18px;"&gt;All of the executive council members except Patricia Hoppe were in attendance.&amp;nbsp; Seventeen (17) of the 34 accredited programs were represented by 22 people.&amp;nbsp; The one active program was represented by one person.&amp;nbsp; One of the five Associate/Inactive programs was represented by one person.&amp;nbsp; The AACPM representatives was absent.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 18px;"&gt;&lt;font color="#222222"&gt;In addition, the following representatives of the American Society of Public Administrators participated in part of the meeting: Incoming President Alan Rosenbaum, William P. Shields, Jr., Executive Director and Janice Flug, Chair of the Professional Public Management Certification Program Task Force.&amp;nbsp;&lt;br&gt;
&lt;br&gt;&lt;/font&gt;Issues discussed at the meeting included potential formal affiliation with ASPA, the need to increase dues to assure a sustainable management structure, plan to update the website, and a recommendation to hold the 2014 Annual Meeting in San Diego on September 29-30, 2014. The members also voted to send final warnings to pay delinquent dues to the Kentucky and Graduate School programs.&lt;font color="#222222"&gt;&lt;br&gt;&lt;/font&gt;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 18px;"&gt;&lt;font color="#222222"&gt;The following items were recommended to be sent to the entire board for an Electronic Vote:&lt;/font&gt;&lt;/font&gt;&lt;/p&gt;

  &lt;li&gt;Approved a Trademark Licensing Agreement with AACPM under the Consortium’s new Trademark Standard Operating Procedures.&amp;nbsp;&lt;/li&gt;

  &lt;li&gt;Discussed the creation of a Fellows Program that will provide a means for former board members to continue to contribute to the Consortium. The proposal will be presented for Board of Director consideration at the September Annual Meeting.&lt;/li&gt;

  &lt;li&gt;Conducted a Strategic Planning Session: Focus on the Future resulted in a set of four draft goals for the next 3-5 years. Board Officers will develop identify goal team leaders/members for each goal and charters for each team. Goal Categories are:&lt;/li&gt;

&lt;ol style="line-height: 29px;"&gt;
  &lt;li&gt;Demonstrate the Effectiveness of CPM;&lt;/li&gt;

  &lt;li&gt;Make CPM Programs more Visible;&lt;/li&gt;

  &lt;li&gt;Continuing Professional Development; and&lt;/li&gt;

  &lt;li&gt;Improve Consortium Operations.&lt;/li&gt;

  &lt;li&gt;Discussed a proposal that future Mid-Year and Annual Meetings set time aside for sharing best practices, networking, sharing innovations and resources. Given changes in AACPM/ASPA Annual Conference schedules, options for future Consortium meetings will be evaluated and presented to the Board.&lt;/li&gt;
